美国疾病控制中心（CDC）把中国大陆列为狂犬病高风险国家。从2024年8月1日起，所有入境美国的狗狗都必须满足新的CDC规定。从高风险国家来的狗狗要求更严格。The US CDC lists mainland China as a high-risk rabies country. Since August 1, 2024, all dogs entering the US must meet new CDC rules, and dogs from high-risk countries face stricter requirements.
服务犬或情感支持动物身份不能豁免CDC的公共卫生要求。所有狗狗，无论身份，都必须满足入境健康要求。我们的文件帮助您在航空公司和公共场所的权利，但CDC的健康要求是独立的、必须单独完成的。Service dog or emotional support animal status does NOT exempt a dog from CDC health requirements. Every dog, regardless of status, must meet entry health rules. Our documents support your rights with airlines and in public, but CDC health requirements are separate and must be completed on their own.

适合人群：留学生、移民、长期工作签证持有者，带在中国接种疫苗的狗狗搬到美国。这类狗狗属于"境外接种"。For: Students, immigrants, and long-term workers bringing a dog vaccinated in China to live in the US. These dogs are "foreign-vaccinated."
没有有效抗体检测结果的境外接种狗狗，必须预约CDC登记的动物照护机构，从对应机构的指定机场入境，并接受隔离。提前规划非常重要。A foreign-vaccinated dog without a valid titer result must reserve a spot at a CDC-registered animal care facility, land at that facility's airport, and undergo quarantine. Planning ahead matters.
适合人群：在美国居住的华人，带在美国接种疫苗的狗狗回中国探亲、旅游、商务，然后返回美国。这类狗狗属于"美国接种"。For: US residents bringing a US-vaccinated dog to China for family, tourism, or business, then returning. These dogs are "US-vaccinated."
很多人以为"我的狗在美国出生/长期住美国，回来没问题"——这是错误的。CDC只看狗狗最近6个月内是否去过高风险国家。从中国返回，就要按高风险国家的要求来。证明文件必须在离开美国之前办好。Many assume "my dog was born in / lives in the US, so returning is fine"—this is wrong. CDC only looks at whether the dog has been in a high-risk country in the past 6 months. Returning from China triggers high-risk requirements, and the certification must be done before leaving the US.
建议提前数月开始准备，并与去程、回程的航空公司分别确认服务犬或情感支持动物政策。Start months ahead, and confirm service dog or emotional support policies separately with both your outbound and return airlines.
适合人群：带狗狗从中国搬到或前往加拿大。加拿大由加拿大食品检验局（CFIA）和加拿大边境服务局（CBSA）管理入境，规定与美国CDC不同。For: Bringing a dog from China to Canada. Entry is governed by the Canadian Food Inspection Agency (CFIA) and Canada Border Services Agency (CBSA), with rules different from the US CDC.
自2022年起，加拿大禁止从狂犬病高风险国家（包括中国）进口商业犬（用于转售、领养、寄养、繁殖、展示等）。随主人生活的个人宠物犬不受此禁令影响。请确保您的狗狗按个人宠物申报。Since 2022, Canada prohibits importing commercial dogs (for resale, adoption, fostering, breeding, show, etc.) from high-risk rabies countries, including China. A personal pet dog living with its owner is not affected by this ban. Make sure your dog is declared as a personal pet.
加拿大对部分协助犬可豁免狂犬疫苗要求，但前提是该犬由国际导盲犬联盟（IGDF）或国际协助犬组织（ADI）认证训练。情感支持动物、陪伴动物、治疗动物不包括在内。我们的文件不会使您的狗狗成为IGDF或ADI认证的协助犬，所以仍需按个人宠物准备狂犬疫苗证明。Canada exempts certain assistance dogs from rabies vaccination requirements, but only if the dog is trained by an organization accredited by the International Guide Dog Federation (IGDF) or Assistance Dogs International (ADI). Emotional support, companion, and therapy animals are not included. Our documents do not make your dog an IGDF or ADI accredited assistance dog, so prepare the rabies certificate as a personal pet.
如果之后要从加拿大飞美国：最近6个月去过中国（高风险国家）的狗狗，不能直接从加拿大入境美国。必须先在加拿大待满6个月，或直接从中国飞美国。计划多段行程前请先咨询我们。If you later fly from Canada to the US: a dog that has been in China (a high-risk country) within the past 6 months cannot enter the US directly from Canada. It must first spend 6 months in Canada, or fly to the US directly from China. Ask us before planning multi-leg trips.
